Dark green / black mold on older rose grafts / bud unions

I noticed on some of the older 5-6 year old roses for my clients there are black /dark green mold on the bud unions/ grafts. I make sure to spray that with fungicide but the mold does not go away.

Should I step it up and use a copper sulfate mixture? If nothing is done I've read the rose will eventually die.

As I said this is on several of the older rose varieties and don't want to be stuck replacing 30-40 roses in the coming year.

Give me a plan of action to rectify this black mold problem. Thanks in advance.
