When do I need to prune??

I apologize if this question has already been answered, the search option doesn't seem to be working properly.

I have a couple questions about pruning my rhode's. I have several that were planted along the side of my house (7 yrs old) and they are starting to hover over/lay on the grass. I need to trim these lower branches back to avoid mowing over them. I also am concerned with their overall height. They were planted with hostas, and are starting to grow over the tops of them. I am afraid to cut them back because all of the leaves and flowers appear to be on the new growth.

Is there a general rule as to when you know you need to prune them? Or do you just do it when they are overpowering other plants, covering windows/doors etc.?? And I've heard you can cut back 1/3 of the old branches each year-- but do they really grow back?? It sure doesn't look like they would. I don't need to cut back this much, but even taking off a few inches would remove an awful lot of foliage.

Any recommendations??
