What to do about holes? Also, sticky stuff?

I don't know what you'd call the holes or what causes them but these are the typical holes you see in trees. What do you do to fill them? I've heard you need to fill them to keep water, bugs, and animals out of them and I've heard you use concrete but I don't know if that's correct or the proper procedure.

I also have a question about the dark bands of sticky stuff that goes around the trunk of a tree. What's it called, how effective is it, and should I use it? I figure it's to keep insects from going up the tree as they get stuck in the stickiness.

TIA, and FYI as far as I know my trees are Arizona Ash, don't know a lot about them but hear they aren't great for my city, but they were already here.
