girdling roots

I have some questions about girdling roots. Most of the trees I've planted have been from containers and a few years ago I didn't do much more than scuff up the outside of the root balls prior to planting. Looking at some of the trees I planted 3 or 4 years ago I now see girdling roots.

What defines a true girdling root? Must it wrap tightly around the trunk? What about a root that grows out and then turns to the side...can that girdle the trunk in the future? Should all girdling roots be removed? Is there a size limit to the root (meaning can I cut any size root?) Is it best done when the tree is dormant? If there are multiple girdlers do you remove 1 per season?

I took 2 pics that are below. First is a Japanese Tree Lilac and the second is a Bald Cypress. I'm not sure if the Bald Cypress's root is or will be 'girdling'?

Sorry for the million questions but I didn't find the answers with a forum search.
