Red Oak Girdled Root? your opinion needed

Hello. This is a northern red oak I planted in part shade 6 months ago (early spring, before leafing out). A few days ago I noticed this root at the base. Is it a girdled or future girdled root? Should I snip it or leave it? If I should snip it, do I wait for late winter/early spring or do it now (leaves are changing color but haven't fallen yet)? I am in northern NJ, zone 6b.

For your reference - the tree is about 1.5" caliper. If you want more pictures, let me know and I'll upload them asap.
