Yet another question about tilling

I'm a gardener by profession and recently started maintaining the gardens at an elegant golf club near Charleston SC.

Being the new guy with this company, I don't want to mess up. Am I making a huge mistake by not tilling before planting?

Here's some background:

We're starting to pull summer annual beds and put in winter annuals. One horticulturist I work with likes to till all of her flower beds before replanting.

When I look at the soil in my beds, I think it looks just fine and I am not inclined to run a tiller through it. My impulse is to throw a bit of compost in the new planting holes.

My beds were heavily amended with mushroom compost, peat moss and manure last spring.

A few of the beds are around crape myrtle trees and dwarf yaupons. Those beds have been invaded by lots of roots.

In these beds I have dug holes to sink 3-gallon pots of seasonal annuals.
