Single Rose Bush not blooming while others do well.

I have a single rose bush that for four years has not bloomed. Two years ago we transplanted two rose bushes from a side garden to an island in the front yard. We also purchased 4 more rose bushes to add to that. Every other bush including one of the transplants are doing wonderfully. They are incredibly healthy with zero chemical use, sun and water only. For some reason beginning four years ago the one Rose bush stopped blooming and has continued to do so where it resides now. It produces incredibly long stems and many of them. I have tried to prune them back hoping the bush was wasting energy producing long stems instead of blooms. Is it possible the root has been permanently affected somehow and will never produce?
