Some questions:

1) What kind of rose bush, exactly, is the one that is troubling you?

2) Do the leaves on the new long canes look like the leaves it used to have?

It sounds to me like this bush is now, even if it wasn't before, a climber. Climbing roses sometimes don't bloom until they have achieved what they think is the proper height - by continually pruning the long canes, you may just be forcing it to continue to produce more long canes, in an attempt to reach its "proper" height. If this rose used to be a normal sized bush that bloomed, what I am guessing may have happened is that the OGR root stock may have taken over.

In my garden, this would delight and intrigue me, and I would move that plant to somewhere where there could be support for the climbing canes, let it climb, and then let it bloom eventually, and find out what rose it is now. Of course, I realize that this might not be practical in your climate (mine is warm - no "winter dieback" at all).

It sounds like the rose bush you purchased has died, and that what you have growing now is rootstock.

This is PROBABLY 'Dr. Huey,' a once-blooming dark red climber of great vigor (which is why it is commonly used as rootstock). When you prune the roses in spring, you cut off the mature growth, taking with it the blooms. See Dr. Huey on HelpMeFindRoses (see link).

You probably won't want a huge, once-blooming climber in this location, so your best bet would be to remove this plant, and replace it with a new rose bush.

When you select a new rose, be sure to look THAT rose up on HelpMeFind -- or check here -- to be sure you're selecting a rose hardy enough for your winters, so's to avoid a repeat appearance by Dr. Huey.

Chances are jeri is correct. Dr. Huey is a once-bloomer or June-bloomer. This means it blooms in the early season on canes that have been through the winter. If you prune hard in spring (or fall), it is unable to bloom. Of course, it could be some other once-blooming rose, but Dr. Huey is all over the place because the California growers have used it as rootstock for decades.

All indications say it's Dr. Huey, the root stock of the original rose. Living in zone 5a, it'll die back each winter and require severe pruning. Because it only blooms on year old wood, winter dieback will prevent it from ever having year old wood.
Remove it and replace it with another rose. If you purchase own root instead of grafted, you'll not have this problem.

My Nicole rose has not bloomed for the last two years, it better this year or its a goner.
