On topping off beds with horse manure in the fall

By the time this warm weather finally leaves and the plants have stopped producing in the veg garden, it will be too late for cover crop planting, I think. I've been toying with the idea of putting a layer of horse manure, courtesy of our neighbor, on top of the beds and just letting it weather over the winter until its time to plant at which point it gets incorporated. (They clean out the stalls daily and have one pile that is several months old at the bottom but topped with the new stuff--not sure how hot this pile has been.) Am I asking for trouble with filling my garden plots with weeds from whatever the horses are grazing?
