How to take care of always brown roses? What are they?

I just moved into a foreclosed house and have been trying to care for the many rosebushes planted there (though I've never done gardening in my life). The red and pink ones along the driveway are gorgeous right now, so it seems I'm doing something right.

But these white roses planted all along our front wall, of which there are many, always seem to look ratty and gross. They are always covered in bugs (though I spray them), they seem especially susceptible to a chalky white fungus on the leaves, and most of the roses themselves are often brown and look dry and dead. They are smaller roses, white in color and grown in little clumps. How do I prevent them from looking brown so much? Am I really supposed to trim off every brown one by hand (it would take FOREVER, there's so many on each bush), or is there another way to take care of these? Any tips? I have no clue! Also, what kind do you think they are?
