Help finding right small trees for Townhome complex

Can you please help or point me to a resource to find the right small trees for our Townhome complex.

I've been searching and searching the internet for trees that have smaller root systems that would be less likely to lift sidewalks over time and can be planted within 5 feet of a townhome.

Our HOA is ripping out our trees, some type of maple and pines that were planted in front of our units and are now too big.

Several of us are crushed and fighting to keep the trees. If we can find suitable replacements we may be able to save our tree landscape.

We live in San Diego and the soil where we are has a good amount of shale that roots are probably fighting with. The pine and maples we are ripping out are probably 15 yrs old now.

Some of us have been interested in crepe myrtles and dogwoods. The HOA are tree haters who see no value in what trees give us (which living right next to a freeway you'd think any fool could see the value in having the trees) and want trees that don't flower or drop leaves because of the mess....can't figure out why people like that would choose to live in our complex which used to have such lush landscape.

Any help anyone can provide is appreciated.
