compost/leaf mold question

I have a round, 12' wide X 4' high compost pile. I used to have cattle so getting manure to add to the pile wasn't a problem. Compost was easy to make.

Ever since getting rid of the "beasts of erosion", my pile is very slow to mature. I mix in as much grass and greens as I can, but even the greens seem to just sit there. I feel manure is soooooo important to good compost so I added worms, several times. Still the pile just seems to go nowhere as far as finishing goes. The majority of the leaf.grass mix has been there for 8-10 months. I have added more to the pile as it decomposes/settles. In all I have about 400+ bags of leaf/grass mix in there.

Moisture is good and I water as needed.

Without manure in the mix, am I being too impatient? How long should good dark crumbly leaf mold take? The leaves are of all types, but mostly oak, and the grass is mostly st augustine.
