Pruning Snow Fountain Weeping Cherry

Hi all,

I have a Snow Fountain Weeping Cherry that is only a few years old, though the branches are reaching down to the ground (dwarf variety - about 5 feet tall right now).

I've been looking for advice on when to prune it, but what I've found online is very conflicting - some say winter/dormant, others say that winter makes it susceptible to disease. I've also seen spring after flowering and early fall. Does anyone know the definitive answer to this?

To be honest, the tree looks a little unkempt right now and I really want to go out and give it a haircut. Will I damage the tree if I do so?
