composting without heat?

My compost pile is just about reaching the 3 foot cubed minimum that is, from what I read, necessary for good decomposition. I turn it at least once a week and add kitchen scraps when I do. I have minimal carbon based items mixed in yet (a bale of hay and some old leaves) because I am waiting for the fall leaves. So, what I have noticed is that I am not getting much heat out of the pile. I don't take temps or anything but when I put my hand into the pile I don't feel it any warmer than the outside. It seems as if things are breaking down, there is no ammonia smell and it looks great. Should I do anything? Be worried? Add something? Thanks in advance!
