Fagus sylvatica: buds not opening/rotting

I have a European beech (Fagus sylvatica 'Dawyck's Gold) that still hasn't opened its buds. I planted it about 5 years ago and it's been doing great, but we've received a tremendous amount of water this spring and the ground beneath it has been saturated for quite some time (something I know beech trees don't like). A closer inspection of the buds revealed that a few have indeed opened, but the leafy contents appear to have either rotted or are infected with some sort of fungus.
Are there any emergency measures I can take to try and save this tree? I realize its probably too late, but it's one of my favorites.
