Will OLD horse manure improve soil?

Our property in Montana has very poor soil. For the past 8 years, we've dumped horse manure in piles -- without covering, turning, or watering. Last time I looked, it appeared to be manure-colored dustclumps. It's very dry here, so these piles have had little moisture, except for the occasional snow melt. I'm going to start composting fresher manure, but I was wondering if this old stuff could be of any use. Any advice on whether, or how, to use this old manure to improve our soil would be greatly appreciated. I'm a beginner, so please speak slowly!
