Half of tree seems dead

I have an oak tree with two trunks. While out in the yard today I noticed that a small branch on one trunk was dead (snapped off quite easily). After looking at the rest of the tree it was obvious that one of the trunks had no (or very little) leaves and the other was doing very well.

I'm not sure what would be causing this, there is no obvious damage to either trunk. Should I cut the bad trunk to try and save the good? I don't want to lose the tree, either by my action or inaction.
