Using fresh weeds as mulch

It's extremely dry here. The things we planted are hanging in there but as always the 'weeds' are flourishing. By this I mean: masses of self-seeded annual poppies, a big seed packet's worth of lettuce that turned out to be all chicory, the mustard I planted in spring to fill in empty spaces, and the regular weeds like lambs quarters.

Since it's so dry, and none of these plants have gone to seed yet, I was thinking as I ripped some out: why not lay them between the rows as a mulch, to keep in the soil moisture and keep down weeds?

I've always read in gardening books that pulled weeds are Debris and should be taken out of the garden, preferably to be composted. I realize piles of weeds make a good habitat for bugs like slugs and earwigs. But these are desperate times, water-wise. So, does anybody recommend using fresh not-seeding weeds between rows as mulch? Or should I compost them all?
