Question from an English Teacher Rose Gardener

I have a question that I'll bet some rose breeders and others can answer for me. Since I am an English teacher, this punctuation puzzle is driving me nuts. When referring to a cultivar, is the final single quotation mark placed inside the comma/period or outside the comma/period. I've witnessed both practices in rose literature. I know that punctuation placement differs across cultures and countries, so am I just bumping into diverse conventions? Or is there one correct way to say that the vintage floribunda, 'Nearly Wild,' is pink? If the answer is 'Nearly Wild', the editor in me will feel compelled to revisit and correct all my errors.
