Ornamental Weeping Cherry

Hi Folks,

I've been asked to try to "save" a ?7-year-old? plant. Upon inspection, it didn't bloom; it's got virtually no leaves...and the few that are there are quite small & mostly yellow with a slight green margin; it's been 'mushroomed' over the years, so most of the interior branches are dead; and it was planted about 8" too deep. I've cleaned up alot of the dead interior and taken off about 3 barrows full of soil...so far. Is there anything else I could do for this poor thing? I was thinking a shot of iron might help. There *is* still some green under the bark. Any suggestions would be welcome. BTW, it's in an apartment complex setting where various chemicals...I don't know what are applied to surrounding lawn.
