Organic matter - lay it on top or mix it in?

I have a basic question about improving soil by adding organic matter. I'm in the process of removing the sod in an area that I want to landscape. The soil is heavy clay and in the wet areas it's thick, sticky muck. I'd like to begin ammending the soil by adding organic matter (don't have any yet and not sure what I'll use). So my question is, are you supposed to work the organic matter in the existing soil (if so, how deep) or is it sufficient to just lay it on top of the "bad" soil and it will work it's way down and do its thing. Will it work better and/or faster to mix it in?

If I dry out the sod chunks or flip the sod over so it doesn't re-root, can I use that as my organic matter or is that not quite sufficient?

My apologies if this has already been addressed as it's a pretty basic question. As a newbie to the site it's a bit overwhelming to sift and search through all the prior posts. Thanks in advance for your help.
