2 compost piles one with worms one with out

Hello all. I have 2 compost piles from last fall and summer. One had alot of grass clippings, straw, UCG, wood shavings from chainssaw cuttings and horse manure. The are NO worms in there at all.

The next pile has old garden plants, lots of leaves, UCG, and horse manure. That pile has LOTS AND LOTS OF WORMS I bet i could get 30 to 50 per shovel. Now, why would one pile have worms and one would not. The piles are each end of the garden. I did mix them both all winter long til feb when I had my should surgery. Any ideas? thanks fespo
