unidentified rose pest

I need help identifying a rose pest that has been affecting the flowering of my antiques for the past several years. No one seems to know what it is and it might be that I'm not describing it properly,here goes. It is flying, about the size of a mosquito, with a dull orange colouring, a stinger ? which injects eggs ? into the stems of mostly my antique roses, but also on some of the modern varieties. It leaves a line of black holes and from there the stem bends and eventually falls off. When I dig my nail into the black holes there appears to be eggs inside as I hear a crunch sound. Has anyone experienced this type of pest. I live in Ontario, Canada. Sprays help but I don't really like to overuse and some of my albas are substantial and require the use of a lot of chemical to control this pest. Any and all suggestions are welcome. I have taken the pest to a local garden centre in my area and no luck.
