unidentified beetles on roses, spreading to other flowers

Hi. I am new to outdoor gardening. I have some rosebushes, planted by the previous owner of our house, that appeared to have blackspot and powdery mildew. I also noticed several beetles in and on the flowers. I did an internet search and they look like Mexican Bean Beetles, though what I read said these beetles attack beans, not flowers. They have since spread to just about all my other flowers. Does anyone know if these are in fact Mexican Bean Beetles or are they ladybugs with a dark yellow color instead of red? Are they pests or beneficial? I'm attaching a picture.
