How far can I prune?

I have a terribly overgrown area in my yard. There are baby trees, mint, two rose bushes, and wild berries. The berries are inedible. The roses smell lovely, but they don't look good. They are buggy, but mostly healthy. Lots of leaves and lots of buds and blooms. The bugs are tiny ant looking bugs. They are baby pink and look more like an old fashioned rose, but I am sure they are not. I know the lady who planted them. She most likely just went down the street to a littl nursery or to Lowes. I would like to get rid of everything and if the roses are worth saving, try to salvage them. In order to do this, I want to basically get it as low as I can and then dig everything out.

So....would the roses be worth saving?

If so, how far down can I cut them and still have them survive?

Would it be better to move the roses or keep them where they are?
