Raised Bed Soil Quality???

I asked this question in the vegetable forum, but I think it might be useful here.

I put in two 8'x4' raised beds made of composite decking and fill with flower/vegetable mix by Sta-Green. I planted my vegetables and seeds and mulched well.

Now my tomato plants and my pepper plant have yellowing leaves. In addition, my tomato plants have browning leaves.

Is my soil mixture draining too fast and does it not have enough nutrients? The cukes and beans are growing like gang busters, but the toms and peps aren't.

Should I add humus/decomposed manure? Or should I let them be? They have been this way for about three weeks.
