fast growing tree, privacy needed

Hi

The story:

Due to an ice storm 2 years ago, a large tree on city property had to be removed. The relatively busy street is now in full view from that part of our yard which is kind of annoying since it's right across our sunbathing area near our pool. The city has allowed us to replace this tree on their lot. On our side of the chain link fence we planted some Thuya (will probably take a good 4 years before we get some privacy as they don't seem to be fast growers). I was hoping to plant a fast growing tree on the opposite side (city lot) to replace the one that was removed.

Needed:

=> fast growing

=> Partial sun

=> virtually maintenance free & tolerant to poor soil conditions

=> needs to cover a 30ft width (height prefer no more than 40 ft)

So far the European leland was recommended (worried about attracting bees though)

Any thoughts ...?
