Tree root invasion. Help!

My front garden is one area that gets sun but as it stands now it's not available to roses in the ground due to the soil being filled with what I assume to be Monterey Cypress roots from the trees on our sidewalk at least 20 feet away.

Any area that gets watered fills up with these fibrous reddish roots that strangle all other root systems. I could plant in pots raised off the ground but that limits my rose selection.

Does anyone have any suggestions for getting rid of the roots?
