Can I use rockdust on pH 7 soil

I have pH 7 soil on my allotment and would like to use rockdust. If I'm not mistaken, the rockdust contains some calcium minerals, which may or may not raise the pH? So, should I avoid using rockdust on my plot? Or would it actually be okay?

If I do use it I was planning on using it at a rate of 3-5kg per square metre.

Also, the soil on my allotment is quite dry since it hasn't rained for quite a while. I was wondering if it's possible for me to use a rotovator on my allotment soil? I didn't get the allotment until recently and so haven't had the opportunity to do anything with it up until now.

I live in the south east of the UK.
