Grinding Tree Stumps & Bracket Fungi

Hi, I had an old poinciana removed a few of years ago and had the stump ground out. Over the ensuing years, the ground has been subsiding considerably, with even quite large underground "caverns" appearing, I guess, from large roots which have subsequently rotted. Bracket fungi are rampant on the roots which have not yet rotted which been exposed by the soil subsiding. Problem is, absolutely nothing will grow in this spot - even agapanthus curl up and die. We tried digging up as much of the ground around the old stump site as we could, removing as many old roots as we could, and imported good soil into the site but still nothing will grow. Can anybody explain what is happening?
