not-quite-finished compost OK for veg. garden?

hi,

for lack of enough finished compost for my vegetable garden this year, i've been using compost and decomposed leaves that probably aren't completely finished composting. you can't identify orange peels or anything in it, but it doesn't look like it's as "done" as it would be after another month or two of warmer weather. the decomposed leaves look soilish, not leafish, but it's got some roots and stuff in it that grows up into the bin from nearby vines and trees, and it's a pain to sieve it all -- there's a lot of it. i'm throwing it into the garden anyway, assuming that a little living plant matter in the not-completely-aged compost won't be detrimental, and the organic matter will still be good. am i right? or will it somehow consume soil resources that would otherwise go to the vegetables?
