Is this compost good to use in veg. garden this spring?

I didn't make anywhere near enough comp ost last year so I'm going to buy some from my local nursery. Their compost is a massive 2-year old pile of shredded leaves. It's nice and black, but still somewhat has the texture of shredded leaves. In other words, it's not completely decomposed and soil-like, like the stuff I make.

Do you think this is suitable for seedl ings, potatoes and some seeds planted now? And should I mix it into the soil, or will it be just as effective as a top dressing? The nursery owner told me it'd be perfectly fine, and it wouldn't make much difference whether I forked it in or put it on top. But I just want to double check.
