Need suggestions asap - ? btwn. mums

I'm partly in charge of choosing plants for the Elementary school near me and they have a row against the side of the buildeing with mums with room in between for something else.

Mums are good b/c they will be blooming when the kids come back to school in Sept. but we need something SPRING blooming for in between.

We really like white and blue SALVIA (May Night and Snow Hill) but I just remembered that they are magnets for BEES and I'm not sure that's a good idea for an elementary school. (some kids may be allergic to bees).

Please suggest spring blooming perennials that will work well between mums that aren't bee magnets! Thanks so much! OH, and nothing high maintainance and drought resistant would be great (like salvia).
