HELP! My Thuka is slowly dying

Hi everyone!
I have recently bought my place in Palm Springs, California, and I mainly chose it due to its lush green property. The front of the house has four tall thuja. Two of them seems to be getting into bad shape.
I noticed the tops of them are cut. (see the image please)
one on the left has all top branches dead, and the other one has scarce number of branches that grow in awkward directions.
Someone told me it's a local disease around here.
What can I do with that dead top??? Should I cut it to the part where it is still alive, or it will continue to decay the tree? Maybe ivy is killing it?
Any chance of saving it, and have it grow a new pointy top?
