Dripping liquid from bottom of bin

quick question here, I'm relatively new to composting. I have a tumbler (without the handle) that I've been filling for over a year now, mostly kitchen scraps, some newspaper, but my question is, there is some liquid that drips out from the bottom from a tiny hole. I put a saucer under there to catch it. Can I use this to fertilize my veg. and flower gardens? Or is this stuff bad, like waste dripping away.

Can someone let me know if this is good stuff or bad? And can I use it straight up or dilute it if its good??
