Starting a bed with wet soil?

I'm starting a cutting garden and I'm starting to get concerned about getting the seeds planted, since I don't have a new bed started and didn't kill the grass this winter. I was planning to either take up the grass, but it's been too wet so far, or to kill it with round up cover it with cardboard, etc. does the ground need to be dry for the cardboard method? Is the a faster way to get the bed started when the soil is wet? I've started seedlings, but was hoping to plant most directly in the bed. I'm afraid that I'm running out of time for the seeds to get planted.
