Whacking back Perennials and Grasses:How Late Have you Done It?

The Well Tended Perennial Garden is such a valuable book; the only one I know w/ extensive info on what you can cut back and still get flowers. But I'm wondering about pushing the timing envelope. For instance: I have some platycodon that are much taller now -20"- than I thought they would be. Some have the very beginning of buds but most do not. Has anyone actually whacked back platycodon at the stage I've described?Did you get smaller flowers and later? or no bloom , or something else? I have same question re: phlox, sedum (autumn joy types), and ornamental grasses- chasmanthium latifolium and miscanthus - how late have you whacked them and still had

flowers/seed heads/plumes? Thanks much for your help,
