Brake work on old Peerless trans

This is a Peerless part no. 2006-066 non-hydro transmission mounted on Yazoo Red Rider.

So far, the "back from the dead" project is working, but I need better brakes. I mow a long way along a steep drop, and fear going off into it. (I ran into my house trailer with my old Snapper, and that was a scare).

I disassembled the brake, knocked the rusted dowells out with a tiny hammer, and did a general clean up. I suspect the nylon-insert nut on the center bolt is an adjustment, but I'm afraid to go too far. Brakes will stop on a level grade, but really need better.

Thanks in advance- I appreciate you experienced folks giving your valuable time and knowledge.
