Good worms vs. Bad worms

I have a compost in my little window outside of my apartment here in China. Recently, I went to go turn it and to get some of the good soil from the bottom to use in transplanting some baby plants into bigger pots, but when I went to turn the compost it was really wet, full of little white worms, fruit flies, and it smelled awful (like rotten urine). What is happening? What should I do? I have added newspaper to it to hopefully take out some of the moisture and have stopped adding scraps to it for the last week, but I'm a bit worried my compost bin might be ruined. I don't add acidic fruits and I think the nitrogen levels may be okay, but I must have done something wrong.
