transplanting japanese maples

I have a couple of Japanese maples who are about 3 1/2 ft high and about 3 inches trunk thickness.
The problem is that the some genius planted it a little over a ft from the house (same genius that made a bunch of other landscape f-ups).

I originally was going to just get rid of it and plant another in a better location......until I looked at the price.

A twig goes for about 200$ and one this size for thousands!

Needless to say, now I plan on transplanting it.

Trying to do some reasarch, I have come accross "root prunig" often. From what I've read, this has the best chance of success. the problem is that I havent been able to get much info on root prunning other than something that is in a container, which is of little value to me.

Can anyone either explain it to me, or direct me to some resources (preferably with images) where I an see how to do this properly?
