Cereal rye cover crop

I plant cereal rye as a cover crop every fall. I usually cut it down and till it in, two to three weeks before planting time in the spring.

I am mostly satisfied with the results but there is always some that wants to re sprout and I pull them up and add to the compost or just use it as mulch.

If I just mow the tops down, will it kill the plant? I'd like to try planting tomatoes there without any tilling and without the rye re sprouting. I know it's done in hairy vetch and was wondering how it might work with the rye.
