Foxglove lost it's flowers from the rain- will they come back?

I recently planted two Camelot Lavender Foxglove and they have been growing very well.

It has been monsoon raining the last 8 days with another week of rain in the forecast. The Foxglove are drowning in 3-4 inches of water a day.

Almost all the flowers have fallen off from the force of the rain coming down (raining in sheets a lot).

Will the blooms return after the rain leaves, or were those blooms meant to last all summer, and therefore I will have bare stalks for the summer?
