Raised bed and coconut coir

Hello,

I am just planting my raised bed. Zone 9, San Jose CA. The dirt in the bed is a combination of a company (Lyncso) vegetable blend (organic), some of our local clay soil, and organic compost. I would say 2:1 for the Lyncso and our local soil. According to Lyncso, the soil is " Top Soil, Diestel Structured Compost and Fine Redwood Amendment." I am finding that the soil is draining too quickly and the top 2-3 inches tend to be dry (where all my new plants and seeds are) so I am watering often.

For a mulch, I was considering coconut coir as I have some from when I was vermicomposting.

My questions are:
a) is this an OK mulch for the raised bed
b) will the seeds that have not emerged pop up through the coir and grow ok
