Is this black spot (glauca / rubrifolia) ?

I am losing leaves from my three year old rosa glauca plants. It started last summer and by fall the stems were completely bare. Last week it seemed to kick in again with a vengeance. From online research and consulting with my local garden center the most common diagnosis seems to be black spot. I have tried a few different brands of fungicide, most recently Fung-onil (chlorothalonil) which was recommended by a local garden store as being effective on black spot. Is it possible it's not black spot at all? I fed the plants this spring with rose tone and until a couple of days ago I have not been watering them since we've had plenty of good rain this season. I really want to save these plants, so any help is greatly appreciated!
