Busting up old packed gravel parking lot

Greetings fellow gardeners!

I'm in charge of the community gardening project at my church, and part of the space we've been given to work with was once a gravel parking lot. In years past, some of the gravel had been scraped off and some soil added on top, enough to grow a bit of grass, but anywhere from 4" to 6" (occasionally 8") below the surface, it's basically a very tough hard pan of subsoil & gravel packed together. A shovel won't go through it at all; a spading fork usually will though it may take a few tries to position it such that it finds a gap between gravel pieces and penetrates.

Does anybody have any suggestions how to break up the deeper layer? We're trying to go the organic growing bed route that requires pretty deep working of the soil.
