Non-airtight structures/seed starting

Hello builder/gardeners,

In my area we don't really need heat for cool season vegetable starting, but hot dry winds alternating with the first hard rains of the year, rodents, birds and bugs make direct seeding not a very good option compared to transplants. In an enclosed space over heating will a constant threat even in the middle of winter. I am reluctant to build a greenhouse or high tunnel and have to monitor it every day, but I need something.( A separate small greenhouse for early starting of warm weather crops is nice)

Does a cage with some thought to wind blocking and a clear plastic roof make sense? I could put shade cover over it in the summer and use it like a lathe house?

If anyone has something like this would you please share your thoughts or pictures. Would it be better just to do a tunnel and deal with opening and closing it? What would one do about the wind ripping through it on a hot Santa Ana day? I do have access to the materials to build very stout end walls.
