Preparing a new bed

Moved last fall and now have a blank canvas to start my veggie garden. Should note: am somewhat new to gardening. Have lots of room but am going to start small so I don't get overwhelmed. The area I've identified for my garden is currently decent soil quality (haven't had it tested yet, but live in Iowa where most soil is decent) but packed dirt coverd by a lot of tall grasses/weeds.

Need suggestions on how to get started! My original plan was to till the area and then work in a lot of compost.

However, have been searching through the forums. Now am rethinking that plan!

Till to get soil loosened up?

Cover w/material (newspaper/cardboard was suggested - what about pine chips w/chicken manure from my coop?) and compost on top of that or vice versa?

Other suggestions??
