From No Rust to LOTS of Rust in One Year

Wanted to start another thread so that questions wouldn't get lost. After closer inspection of all (around 90) roses - not sure where my eyeballs have been, but it seems at least 50% of them have some percentage of foliage with rust. I've never seen rust before this year. I have a few that are pretty darned bad (maybe 70%). Others only about 10%. Average about 20% of foliage with rust.

My first thought when I thought I just had one, was to remove it. Now that I see it's everywhere, if I removed everything with rust, well - I'd have a naked garden... I have gone around and removed as much of the rusted foliage as I reasonably could, but it seems an overwhelming task at this point.

So - to spray or not to spray? I liked being a no-spray garden, but am not married to keeping things that way. Presuming the pro's are to keep it under control. What would be the con's? If I don't spray, will it get better with sunshine - in our hot, dry and sunny (well, at least normally) summer?
