Mulch/fertalizer on Perennial Garden

I have a small perennial garden, that is full of perennial with a short tree at a corner.

Question
1) Is it advisable to put some mulch on it? I want to put some compost first, then shredded wood to about 1" to 2"
2) When is the best time to put them? Some of the plants have not come out yet - will covering them with mulch stop/hinder them from coming out?
3) I Heard you need to keep mulch at least 6" away from the tree/shrub, does it also apply to perennial?

Bonus question: What is the difference among
lawn soil
garden soil
potting soil
top soil

can they be used interchangeably, and can they be replaced with existing soil mix with compost?
