help! Rabbit or mouse damage

I have a beautiful mature climbing rose that this year rabbits or mice girdled every stem; on many of them a distance of 2 ft or more (as the snow level grew, so did their tastes). Is there any hope for this plant? Would it be best to prune the stems back to below the girdling (ground level) and hope that new shoots would come up from the roots or any other ideas? The plant is still dormant as we are in Zn 3 but it will be starting to wake up soon. Thanks for any input.
