Large Compost Pile - Need Help!

Hi. I moved into a house late last summer that came with what looks like a compost pile on the side of our carport against the neighbors fence. We were kind of wanting to get this hauled away, but now I realize the benefits of using this in our yard/garden. Now the questions:

It sits under a gigantic evergreen tree and is covered with pine needles that I haven't had the chance to pick up yet. It is very compacted and spans a larger area than I would like. After using a shovel and turning some of this, there are mostly clay-like mounds of dirt, lots of sticks. A lot of the mounds seem held together with root-like things. I have also run across several cigarette butts, some plastic bags, and trash? Should I start over and clear this? Or just pick the trash out as I go( which would be very time consuming). Is the reason it is so clay-like because it is not ready to be used in garden/lawn?

Any help is appreciated as I am completely new to gardening, etc.. Thanks in advance
